Creating a Custom Activity error - exception has been thrown by the target of invocation. How to debug?

I want to create a custom activity that outputs an XML configuration file.  I've created the activity and set all the properties outlined in the programming guide. I have this code working in a C# project before attempting to create the Activity.

I deleted my program class Main() and copied that code into Execute method setting the program arguments according to the  RequiredInputParam, RequiredInOutParam names. 

The custom activity builds successfully although when i try to import it I get an error "exception has been thrown by the target of invocation".

I'm wondering if this has to do with the references my code requires System.Runtime.Serialization.   Even when I add this dll as a dependency same issue occurs.

Please check the .net version on which the dll was created. Thew .net framework should be 3.5 instead of 4.
